    Is that legal?

    I see that there're some sites providing direct downloads of anime/drama series to their members.

    Some of them claim they're legal because those materials have not yet been released and licensed in the US. (Of course, those are sites located in the US.)

    So is it really the case?

    If so, it is also legal to replicate other digital materials which have not "released and licensed" locally?

    If you're going to go buy US registration as a legal benchmark, then you need to go by US law as well. The author or creator of any intellectual property owns the copyright whether or not he has registered it or not. If I buy a car and don't register it, do you still have the right to "borrow" it without asking me first? I think not.
