Greetings! I heard somewhere that only off-page SEO techniques will help improve your website position in SERP. I don’t know what to recommend you, since there a lot of options on Google.

That sounds more like on-page than off.
One of those myths about SEO. Any decent forum marks posts as no-follow, so their value for SEO is pretty close to zero.
Forum and blog commenting is very unlikely to improve your search engine ranking. Most reputable forums and blogs mark external links as nofollow. Even where this is not the case, links which you can easily place yourself are not generally given much weight by search engines - especially if they appear on a page with numerous other links. Dropping links on a forum is more likely to get you banned than to get you backlinks.
Focus on ways to engage an audience using content to drive profitable traffics to your website.

Most of those techniques will have little or no benefit for SEO. Any reputable site will follow Google’s guidelines and mark user-submitted links as nofollow, rendering them useless as backlinks. Dropping links on a forum is more likely to get you banned than to get you backlinks.
Creating links with the intention of manipulating search results is a violation of search engines’ guidelines, and may lead to your site being penalised.

i think off page seo is to compliment on page seo… both works together and cant work otherwise… why people pay more attention to offpage seo is probably because its not what they can always control and acces just anytime compared to onpages since they own and manage their site.
On page is important, off page is crucial.
I think you have that back-to-front.
Google’s “Search Engine Optimization Starter Guide” covers on-page optimisation in some depth, and leaves off-page for two pages at the end of the guide. That surely says which Google considers to be more important.
