Why do you need a name? So you can Google it and learn how to do it? I suspect you just have to learn as much as possible about programs like Ps and Ai, so just read tutorials on those. Each shape is probably an image on a separate layer.
I’m not really sure what you are asking here. Are you really wanting to know how to create such an image?
I just call it a background image. 
It looks like it’s probably a vector image, created in something like Illustrator, but it could also be a Photoshop image.
I guess you could try other words like ‘montage’. Not really sure if that’s what you are asking, though.

There are so many articles out there, it makes my head spin. But even Googling something like “colorful photoshop backgrounds” yields tons of stuff, like:
