Can anyone tell me how difficult it is to add a forum to a website? I am not sure if I want to do it, but a lot would depend on the difficulty and the cost.
Are there free downloads, much like guest books?

There are lots of free forum packages out there. They are really content management systems like WordPress, build for this task. I haven’t used them, but I gather they are not too hard to implement. Examples include:

There are also hosted solutions which you can use that don’t require coding, but which you can still customize, such as
