Remove incoming low quality backlinks

I have a fresh website, start SEO on this from 1st FEB 2017. Today when I checked incoming backlinks in webmaster for this website then I got it is total 58. But I have 3 low-quality backlinks in this. I want to remove this, Please suggest me, how to remove all low-quality incoming backlinks.

If you can’t approach the sites in question and ask them to remove the links, then I suggest you simply ignore them. Three low-quality links will not harm your site.

Google has a “disavow links” tool, but you should not consider using this unless (a) you have a large number of such links and (b) you are sure they are having an adverse effect on your site.

I already used disavow links from webmaster around 10 days before but when I checked again today they are constantly giving us backlinks. Please suggest me, if you have another option to resolve.
