I’m new to web/graphic design. I’m currently trying to make a banner for a website in photoshop but I’m not having any luck.
Is there anyone or any site I can use that will walk me through the steps. I know it can’t be that hard.

What steps? What are you trying to do? “Crete a banner” is far too vague. Does it have an image, text, drop shadows, … You probably need to take each aspect separately.
Like ralph.m already said you are very vague in what you would like to accomplish and it is a bit premature to presume that it can’t be that hard. Anyway Tutorial Magazine has a lot of Photoshop tutorials. Have a look!
