I understand that link exchanges to “bad neighbourhoods” are not a good idea. However, I’ve read some comments recently, that even link exchanges with quality sites are not as helpful as they once were and that search engines no longer approve of link exchanges.
Is there any truth in this? Will search engines penalise you in any way if you ask for link exchanges?
I stopped even thinking about link exchanges last century, let alone do them!
No search engine never penalize if you do link exchange. But if you will exchange link with banned or spam sites which called link farm it will surely harm your site.
Really? Care to explain why Google say in their guidelies not to do it?
Can I safely say that reciprocal links are out?
I’m going to play devils advocate and say they can help.
Old “Link Exchanges” - long link pages with billions of unrelated “SEO Friendly” links are dead & will do nothing for your site. However bloggers link to each other all the time & providing there’s not too much correlation, I’m not going to not link to somebody because they link to me.
I will also say it’s helpful. Say for example I run a football boot shop & don’t sell the socks, yet somebody sell the socks & not the boots, why wouldn’t I create an exchange? It’s helping my customers, the other website & ultimately myself.

Of course they are. To think in the search engine perspective(google) just think of real life applications. For instance a previous poster said that blogs link to each other all the time, if this is a fact, then google will allow it. The key is to link exchange with sites with RELEVANT content to yourself. Also like others said before, link farms are easily recognized, so if you can afford to try to find some sites that are very relevant to your own.
for example if you were selling body building products in vancouver, I would suggest link exchanging with a weight loss or staying healthy in Vancouver site.

Google does not approve of them. Blogs often link to other blogs, but that
does not mean that the admins actually arranged a reciprocal link deal.

Not automatically, but if your site has other problems and Google looks at
your site manually and sees excessive reciprocal linking, that would be the
final nail in the coffin.

Find websites whose business complements yours and add their website to your links/resource page. Then contact the company and ask for a reciprocal link. For example if you are a wedding dress designer, you could contact businesses that sell wedding cakes, jewellery, flowers and also venues, celebrants etc. By doing this your website will become a valuable resource for your visitors, as it will provide information they need. They may return to your site over and over to find more information.
On the other hand, you will have visitors coming to your website when they follow a link from your link partners.
Results in search engines are determined by the material you have presented on your site and by other off-page factors such as how many other sites link to your site. The more links you have pointing to your site from relevant websites, the higher your site will rank.

I would not waste my money. I would rather spend my time and money on things that actually help my sites.
If you do it manually, it is still worthy of the effort in my eye. This method of traffic building is 100% free and it always fits nicely into any website’s budget. It just requires dedication and time to build up quality links with other sites.
However, you might find it not that efficient if yo are to link to higher PR sites in your niche. But once you get one, tat would be very helpful.
I seriously wouldn’t even bother trying to get any sort of ranking from link exchanges, search engines aren’t stupid, even using 3-way link exchanges, doesn’t do anything/much anymore, your better off building backlinks to your website and keeping your out-bound link count low.
