What is wrong this screen keeps poping up everytime I start Internet Explorer and its very annoying.

I went through the steps on the screen several times, but it still comes up every time I start the browser.

Can you tell me how to turn it off?

clear all your temp files -> schedule for a diskscan at next reboot -> reboot and see if it helps.

Follow the given instructions:

  1. Click Start button and type “cmd” in the search area
  2. Right-click the cmd and select “Run as Administrator”.
  3. In the elevated command prompt which appears after that, type “netsh int ip reset” and press enter
  4. Restart the PC
