Why not use HTML?
I dont know how to because my knowledge base in HTML is limited. I just do with some tools that support in creating, just drag and drop.
I doubt anyone here is going to be able to suggest a drag and drop tool. Perhaps it’s time to learn a bit of HTML? Can you mock up something showing what it is you are trying to achieve? Without seeing what you want, it sounds as though a simple <div>...</div> is all you might need.
