I think of the lot Facebook still has to be the most effective for me. There are more ways to build a community from within the site than any of the other ones I feel also. For example, I’m sure you’ve seen the recent trend of taking a photo of an ipad, money, bottles of champagne and other gifts, then explaining that if someone likes/shares/comments they have a chance to win. One of these promotions alone can add thousands of new people to your community. I don’t think you could do the same so simply, and more importantly, at zero cost, on any of the other sites.

Facebook, Twitter and Linkedin is the best site to promote business. 
Facebook users can claim to have hundreds of friends in their network, yet sometimes find it difficult to name half a dozen people that they have actually met in their local neighbourhood. While social networks have helped people to meet like-minded contacts online, they have had a more limited role in developing face-to-face contact in communities.
But gradually, social networks are beginning to have a bigger role in building community and catalysing neighbourhood co-operation and social action. The recent post-riot clean-up Twitter campaign was one example of how social media can be used to inspire people to get involved in community life.
DmitryS given the right answer but you did not mention your profession. At first log in popular social site gather some experience and easily will get the answer.
I think Google+ communities offer businesses a real opportunity to build your own community as they have nit yet matured as LinkedIn groups have so the earlier you get in on this platform the better chance you have of getting more members in your community. However it is worth noting that once you start a community it needs to be regularly maintained or your members will go elsewhere.
For me best way to build community is facebook and twitter. without any bucks we get visitor from that.

If you want to get in touch with millions of people in the world, then FaceBook and Twitter are best places to start. Just look how many companies have FaceBook pages and Twitter accounts have been set up. For shopping or selling ventures, PInterest and LinkedIn are ideal. The images and videos are positioned in a way that makes selections easy. I have also learned (if it’s true) that people in PInterest like to shop.

I generally use Google +, twitter and face book. I also got good response from customers and increase my business. However, if you have image enrich website such as ecommerce, fashion wears, jewellery and online shopping, etc you must promote your website on Pinterest, instagram and Face book.
