What happens when one page has two links to the same URL?

Suppose two links on a page pointing to same url, Is that impack on website?
And one more thing, both using different anchor text.

Are the links both necessary and relevant? Are they helpful to visitors to your site, or have they been added for some other purpose?

If the links are relevant, then there’s no problem. If not, then mark them nofollow.

It impact on website PageRank?

Sorry; your question is unclear. PageRank is calculated per page, not per site. If you have Spammy links from your site to another, then that might well count against both sites. If the links are necessary and helpful, then you don’t need to worry about them; unless you mark them “nofollow”, they will pass PR as any other links do.

Yes, both links are necessary and helpful for my website visitor.

It’s a very common thing on many websites. For example, many websites will have a main navigation with links to many various other pages. Then they may also have a footer with links to just a few key pages, some of which will probably be in the main nav.
I don’t think it is anything to worry about.
