I am looking for suggestions on a web based newsletter service (eg Constant Contact) that is low cost or free and allows multiple users and multiple lists.

Not exactly sure what you mean by multiple “users” - but most service providers allow for multiple lists…or the ability to segment your list into multiple groups.
Mailchimp is free until you hit 500 subscribers and pretty reasonable after that, and you may also want to look at campaign monitor and icontact to name just a few.
