Doesn’t Google Translate tool suit your needs?
A back-end script would try to detect where the user is, then serve that content. This script would not only serve the translated content, it would also do things such as change the lang attribute in the HTML tag as well, and rtl attribute if necessary.
Sometimes the scripts look at headers from the UA to see what the browser’s or OS’s language settings are instead of, say, IP or geolocation.
I hate it. Ever been in a hotel in a foreign country? Yeah. Exactly.

I like the translation; it’s very in theme with Pink for October if you are talking about the feathered type. 
Make a button to change the language and chage the base directory.

Google Search engine provides you the best option to translate different sites if you are not getting the required solution.

Google Translate can be very dangerous. I once translated an email my erstwhile girlfriend had sent me from Russian to English using Google Translate. Based on that translation I booked some flights, which I later had to cancel and reschedule due to Translate translating ‘before’ incorrectly as ‘after’. :o
I found that Google Translate works better for some languages than for others, for example English to Norwegian is passable
but to Turkish it is useless. I think it can cope when sentences in different languages are structured in the same way, but using
Turkish as an example again, words are used in a different order.
One simple check is to copy a chunk of the content into Translate, change it to the language you want,
then translate it back to English and see if it makes sense.
