Welcome to the forums, @ErBabu95. I’ve moved your question into a new thread of its own in the appropriate section. Please don’t post an unrelated question in an existing topic.
As you’re a beginner in SEO, I highly recommend Google’s “Search Engine Optimization Starter Guide”. This will explain the right way to go about things and help you avoid common mistakes. One of these is to concentrate only on link-building; if you’re not careful, that can lead to your site being penalised, rather than helped. https://support.google.com/webmasters/answer/66356?hl=en
Frankly, there isn’t one. The key to ranking well in SERPs is having high-quality, unique content; unless you have that, you’re fighting a losing battle. You may find people offering ways to rank your site quickly, and some of them may work in the short term, but as soon as the search engines determine that you’re trying to manipulate the results, your site will sink without trace, and recovering from that is much more work than doing things properly in the first place.
IMHO it sounds like your boss, your friend, you, or a combination are a bit confused.
As a software developer, I don’t see how you would have anything to do with “link building”.
I can see how maybe your duties might involve valid semantic mark-up and how generated content gets output to some extent.
But those are the main responsibilities of the Designer(s) and the Editor(s).
