Do you have a reputable (e.g. Google or Bing) source to back up this assertion? Search engines may be able to track visitors who click a link on their own site, then return almost immediately, but beyond that, how do they even know what the bounce rate is?
You should also note that "bounce" refers to those visitors who enter and leave a site from the same page. This is not necessarily negative; those visitors may have arrived on the page with the exact information they wanted, done what they intended, and left happy.
