How to improve organic CTR

can anyone advice me how to increase my organic click through rate. I have some lots of top 3 positions for competitive phrases, and I am only returning about 2% of the traffic.

Example I have a number 2 rank very relevent to my site and it has 300,000 searches a month, and i am only getting 1000 click throughs. Should I make my titles or desciptions more call to action?

If the search terms that you’re ranking on are quite broad then they might be searching for something other than what your website offers. Keep this in mind.
