The more regular you update your website, the more often it will get indexed quicker. I started a tennis blog quite a while back but I found that it was taking 12-24 hours for Google to index my pages which was pretty poor considering that I was needing the pages indexed within hours. I noticed that when Google started to notice I was writing 2-3 articles each day that they started to index my site more regular, usually within a 5-6 hours or sometimes faster.
do i need always change my site description and meta tags for ranking my pages?
or i can use web 2.0 for ranking my page?

If anything, you should value the worth of mouth. Try to keep your current members, give them the best and let them spread out the word about how good your website is.
Tags and descriptions are fantastic…but stop thinking about the spiders and think more about accessibility. After all, a spider is as blind as a blind person.
SEO is the first thing i think you should do (on-page and off-page). Its the way to your ranking reach higher on Google.
