I also want to know when i will be able to post new thread with signature.

The signature is just a piece of text, links included, that shows at the end of your posts. My signature, as you can see, includes lots of links.
You need to configure it and write it once, and once it is done, it will appear whenever you post, you will not have to write it ever again.
You can’t have a signature right now. The forum rules say that you need to wait 90 days to have one. You may try to do it manually, that is, write it yourself in each post, but that will only get you an infraction 
Once the 90 days are over, you need to go to “My Sitepoint” and click there, it will take you to a new screen with a left menu. In that left menu, around the middle, you will have an option named “edit signature”. Click there and you will be on the right screen.
BTW, “My Sitepoint” is the first link on the menu you have right under the breadcrumb.

If the link is related to any of your sites, yes, there’s a problem with that. It is self-promotion, and we only allow self-promotion in a signature. It is a question of being patient, really. 
Best to refrain from making posts with links in them for now. It will look like the only reason you’re here is to link drop.
After you’ve been here for a while and made a few substantial quality posts, then it should be OK to post a link to a site in answer to another member’s current question once in a while.
