Can we use blogs in google webmasters tools?

As long as you can upload an identifying file/insert a meta tag in your code, yes you can use Google Webmster Tools for your blogs.
pretty much any site can be linked to webmaster tools
i think it’s not needed. your own blog hosting company will automatically ping your site to get your blog index. just keep on updating your blog.
