May I have any idea about how to start a business?
That is a very broad question and the basic steps are:
1/ Buy a domain name.
2/ Buy a hosting package - shared should be OK for you and I think a Linux type server is easier to deal with.
3/ Build your website and upload.
I think you need to do some research on step 3/ and I recommend buying a book on HTML first.
Contact any website development company… and get better opportunities…

At first I want to know that, Are you want to make your website yourself ? or want someone to make it for you. There are lots of things to do from basics to advance. Before doing anything just take a pen & copy and start writing your requirement then make a list of things what you have or what you don’t have. Okay!!

first register your domain name.
than choose any hosting plan which is comfortable for you.
than you may choose your site related responsive theme.
Upload it and also install worldpress.
and Start blogging
