Desktop–>Properties–>Display–>Advanced–>Monitor
There should be a listbox of refresh rates, if not, ensure that a specific monitor driver has been installed instead of the generic “plug & play monitor”. Also, depending on which video card you’ve got, you might find another set of refresh rate controls elsewhere nearby.
Personally I don’t use anything less than 100Hz - even though you might not be aware of any flicker at 85Hz, your eyes/brain can actually see it, and it will cause unnecessary strain. Interestingly enough, your peripheral vision is more able to pick up the flickering - you can see this for yourself by turning your head (left or right, doesn’t matter) and look at something approx 30cm away from the side of monitor, so that the monitor is in your peripheral vision. If you’re using a refresh rate of less than about 100Hz you should see the screen flickering in your peripheral vision. Ramp up the refresh rate until you can’t the flickering when you do this test. If your monitor goes higher than 100Hz, then use it!
One more thing - your mileage may vary depending on the quality of your monitor and video card (and monitor cable), but generally speaking as the refresh rate increases, the quality of the image decreases (i.e. pixels start to blur). You may find that this doesn’ t affect your particular setup, but make sure that you don’t use a stupidly high refresh rate to elminate flicker while simultaneously blurring the pixels, since this will also strain your eyes!!! lol

I recommend getting an lcd monitor. There is no flicker. Also make sure you have enough light in your work environment.
