That depends. Are you looking to exchange banners/traffic or purchase?
If you are looking to buy banner ads to promote your site, it’s not such a great idea (unless you have a very, very big ad budget - in which case - there might be some sites I can place your banners on 
)
Depending on the nature of your site - do you sell stuff or is it a content-based site? - you might want to try either something like AdWords or a link-building strategy.
Are you looking for a company to distribute your ads for you or create the campaign itself?
