Sorry to hear you were rejected. But the fact is that you really do need a substantial amount of content, for two reasons. First, if you don’t have content, you won’t attract visitors, so you won’t get any clicks.

The other reason is that AdSense itself needs content (especially text) so it can determine the subject of your site and your target audience. If they don’t have that, they can’t serve targeted ads.

The reality is that Google sets the rules, and if they say you haven’t got enough content and navigation then you haven’t got enough content and navigation. You can either moan about it or you can fix it - one of those is going to be a more profitable strategy than the other!
