i have a blogger but google banned my blogger and said due to spam now what can i do it is possible to get back my blogger again.
Well the first step is to remove the content that Google deemed as spam and clean up any other questionable areas of your blog. Then you can submit a request to have it reconsidered, which is not a guarantee.
It is a true fact that we can come back to live blogging once the ban is removed.You had to analyze your blog or blog content and rectify the issues that caused the ban. Then submit a reconsideration request.
You may visit WEBMASTERS HELP or RESUBMIT to reach pages that will help to remove the ban. The link on “Resubmit” will take you to webmasters tool where you can state more details about why the ban happened and what you have done to rectify that.

If it were me I’d start again. You could be waiting a while to be re-included and even then your blog will be watched closely.
Take your content (remove the spammy bits) and put it on a new blog. Start your link building again on a nice new clean domain and blog…
