There are tons of resources online, such as YouTube videos, blog posts and the like, I recommend you start with a book, but it’s up to you.

Actually, W3Schools is inaccurate in many cases and encourages outdated practices. It’s just simply the first result in google for many things, and not necessarily the best resource to go with. Also, it has nothing to do with W3C.

Thanks for the mention, but unfortunately, that resource has not been kept up-to-date.

You could search youtube for latest free web design videos (but they often are not very good in quality). I suggest starting from latest books about this subject (programming, design and etc.). When you have a deeper understanding of how to create a website, you could start watching the videos (from youtube, w3schools or any other). Also you should not forget to read web designer forums, you can find a lot of great (and sometimes not so great) information.
