I found this template that I want to use, but it’s for Joomla. I’m wondering if it’s possible to use these templates without using Joomla.

Not sure, but I don’t think its just me, I am missing something about this question. the link shows a product for sale. If you are looking for an html template I would suggest trying some of the other html template websites that are available.
You can probably use the included CSS and code the HTML yourself.

The second one is a CMS template you can edit without any software.
Instead of wasting money at Templatemonster; there coding standards are horrible, and prices are a rip-off. I would suggest themeforest.net, very clean, modern and awesome support there, and you get more bang for your buck.
