Depends what you really mean by reverse SEO. If we take SEO to be, in a general sense, trying to get a webpage to rank higher, then reverse SEO is trying to get a page to rank lower?

In which case yes i’ve dont that and it can be done legitimately. You don’t need to employ black hat tactics to target your competitor’s pages. Instead you can work on a strategy to outrank them at a per-page level.
