Can you please tell me that why a new website with low PA DA can rank high against a website that is much older having high PA DA?

Age is just one factor which search engines take into account when ranking results. There is no rule which states that older sites will always perform better than newer ones.

PA (Page Authority) and DA (Domain Authority) are merely metrics created and used by moz.com to predict how well a page or domain will perform in search results. They are not used by any search engine in ranking.

Well you have provided a valuable information. But if any search engine does not give value to PA and DA for ranking factor then what is the use of these both. And then why these PA and DA are so valuable?

They are estimates, calculated by a third party (Moz, not an actual search engine) to predict performance in search. They have no influence, but just there to give you a clue.
