I think Filter > Noise > Add Noise will do what you want.
Play around with the various settings to see how it will affect your image.
Yep, that’s easy, Filter-Noise-Add Noise is the place to go. Duplicate your layer that you want to add noise to and work there, so you can tweak or undo the effect.
try to set the noise to be: Gaussian, Monochromatic and with a low % to obtain something like the effect you mentioned
If you have CS4 and you want flexibility in your filters, convert your layer to a smart object… generally filters applied to a smart layer become smart filters that can be edited so you do not have to commit to a setting, you can always edit the filter.
Now you should see a drop down in your layers panel with the Add Noise filter. Double click on the words “Add Noise” to edit your settings.
For CS3 there aren’t smart filters so to achieve some flexibility, add an insane amount of noise and then play with the opacity so you can always go up or down with the amount of noise instead of reapplying the filter.
