You’re really the only/best person to know what targeted traffic is for you. Most of the time when you buy traffic (whether on eBay or not) it’s just that - traffic. I have a very hard time believing that it’s targeted traffic. Having untargeted to your website is actually a problem rather than a benefit. If it’s untargeted then it’s going to be of absolutely no use to you but it also consumes your system resources. You’re essentially paying for worthless visitors both in the up-front cost of the eBay auction and the visitor traffic to your server in terms of bandwidth.
Save your money and use it for targeted advertising such as AdWords. (:
Traffic isn’t free to generate so it’s unlikely anyone could (or would want to) sell truly decent traffic at an extremely low rate. Generally these sorts of offers are too good to be true but that doesn’t mean there aren’t opportunities out there – many sites exist and many want to make a few more dollars, just be careful with what you try to protect your money.

Depends on the site or scam. Some just have lots of low value traffic and send legitimate, although not particularly useful traffic while others are comprised of bots, automatic page popups, etc.
