I need to build high PR backlinks but I’m confused about wheather I need backlinks on high site PR’ sn or does the page need to have a high PR?
If it’s ok for site PR’s then that’s easy. You can set up account and link to your site from your own profile right? But surely it needs to be on a page already established with a high PR?
Hope someone can clarify this for me
Beware of the big bad wolf, Red Riding Hood! It sounds like you are wandering too far into the woods of SEO scamming. Google is watching you, and will be not well pleased.
The idea is to post good content that attracts quality links. Trying to game system by creating fake links like this will be your downfall.
PageRank is basically a page by page thing, but its value seems to have diminished a lot over recent years. It doesn’t seem to mean a lot. Content really is the best thing to focus on.

It’s page PR, basically. So if a site that has a home page with a high PR but links to you from some page buried deep within it with a low PR, the link is probably worth very little.
It seems you are still of a mindset to try to set up links to your site. Perhaps you are too much in that initial stage of SEO excitement to heed the warning bells, but really, it’s up to others to link to your site when they find it useful. If you try to game the system, it will backfire on you, and you’ll be posting here to ask what to do when Google bans your site from its search results. 
PageRank is calculated per page, not per site. Pages from which you can easily get a backlink are likely to be very low PR - assuming the links aren’t nofollow anyway.
As Ralph says, you’re concentrating on the wrong thing. Even Google have said PR is of very little importance. There have been a couple of recent threads on the subject, which might help. e.g.

You have to do a mixture stuff and backlinking is one of them and instead of just creating rubish links I want to create quality one and ones that have hight PR, high DR and high DA are better than creating links on new pages etc. So My question is if I want quality backlinks are they still considered as a quality link if it is on a n/a page PR on a high site PR or do I need high page PR links too?

Of course not, but there are legitimate ways to promote it and fake ways. The fake ways will get your burned.

SEO gurus will tell you to do a lot of backlinking, and then walk away with your money as you get whacked by the search engines for black hat practices. Yes, links are important, but not fake ones! True linking is a natural process based on merit. So find legitimate ways to promote your site so that people will find out about it and want to link to it.

Hi There! I think you don’t need think about pr, Google are going to give up it. PA, DA is that you should thinking about it
First off, PR has not been updated these past few months and what you see using a PR tool is completely different from what Google is seeing. So if you are looking forward to determine the quality of a certain page by its PR, you might eventually end up removing them in the future. However, you can still get good quality links from good resources by looking at its backlink profile and see what types of links that a certain page has.
Although i am running an Internet marketing agency, i would never compromise my clients websites by offering High PR backlinks or getting them into artificial risky link building practices.
I am well aware that there is lots of misconceptions concerning SEO down the net and many people are trying to make a living out of those. Keep in mind though that you need to invest your time in your content and engage with your visitors instead of wasting time chasing websites and analyzing their pages ranks.
The members above stated clearly that your time must not be wasted on risky techniques. Try to market your services or products naturally using social media marketing and other ethical techniques like guest posting. Those will help you get highly targeted and relevant backlinks from real fans on real quality websites. This is by far the best way to achieve high PR backlinks without turning the red eye of Google on you.
