I am a totally beginner with PHP and want to ask about the best book or paid video tutorials? 
Kevin Yank’s book "Build your own Database driven Web Site… is a great book for getting the basic of PHP and Mysql going. The price is great also.
This is the SitePoint book matrix which lists all the books that SitePoint publish and approx what level they are aimed at.

I found Larry Ullman’s books to be a really good introduction to PHP. He’ll also answer questions on his support forum.
