Recently i post a question in some other forum. I didn’t get good response from that. For a positive answer, i would like to post the same question in some other forum. Will it consider as spam? please kindly share your thought

maybe those who consider it as spam are those people who have accounts on the forums you posted your thread…
its not spam as long as you wont post one thread, but if you post it in different sub-forums of one forum then theres an issue of spamming it…post your thread in one specific sub-forum where it fits the category…

You could always reword it, perhaps improve on your question and elaborate more so that the people in the next forum would be more likely to answer it.
Always try to prevent having to link to a site in your question. Always make sure your question is actually a question, a rubbish standard post is never gonna get anywhere.
No, It will not spamming. You are searching the answer, you can put it any where else and can get your answer…
Sometimes it depends on the question. If it’s asking what is obvious and it has similar posts, then it might be considered as spam… but still we want to know what your question is. 
If you asked same question in same forum again and again then it will consider as spam, but you are using different forums so it is not any spam activity.
I have seen many questions that the answer was so painfully obvious I thought for sure it was spam. Your question wasn’t “what is SEO” was it?
