I see in Photoshop export JPG that it allows me to blur the JPEG. I also see that it reduces the file size. I never blurred the jpeg. However, I started to and found (if it’s not my imagination), it can make a smaller jpeg size look a little better. I may be wrong.
Why do you think there is a “blur” option to export JPEGS in Photoshop?

The option is there to reduce file size. JPG is a lossy format anyway, so when blurring some (not all) JPG files, some details/information gets lost, making the overall file size smaller.
i never use photo to reduce jpeg size and quality
it just makes image look distorted…
rather then it i use jpeg compressors…has greater control and works fine
imo, it depends on the image purpose. If quality is required or the image is the key part of a web page, i yould not do it… If that’s an abstract background somewhere, why not… but after that take a look on how does it look like.
Sometimes if you scan an image that is made up of small dots (such as a picture from a newspaper) you can end up with lines through the resultant image due to a conflict between the resolution of the actual image and the resolution you scan at. Blurring the resultant image can remove those lines.
