Listing in google my business is free. All you need to have is an address where business is located, a business and phone number.
in other citation sites like yelp etc. similar things are needed. Every business listing website is basically free but they have some premium features which you don’t need to list a business .

Consistent NAP (Name, Address, Phone) information, genuine customer reviews, and a well-optimized website often deliver more value than being listed in dozens of directories.
