It’s a pun but I think you need to be British to get it.

“cats eyes” are reflectors in roads.

The warning sign was moved from the road to in front of the veterinarians.

To me, about as tasteful as moving a “slow children” sign to in front of a downs syndrome institution. But I am, and have always been, a “cat person”, so it strikes a nerve.
