You are probably best off using a Vector based image editor and selecting those simple shapes and joining them together. A lot of vector based tools will have pre-set shapes similar to those in your map.
For an open source program, there is Dia: http://live.gnome.org/Dia if you look at the Dia “Examples” and “Screenshots” page it shows you some common usage and shapes. I have used Visio before it it would be extremely easy to create that map and Dia looks very similar.
