You can get a really good answer by learning how to build web apps and mobile apps. Without a better understanding of them it is likely quite difficult for anyone to guide you.

I think for forum the best is to start with a website and when the forum gets popular and has a lot of daily users, you can also create a mobile app for it.

With website the main benefit you get is SEO. Each individual forum posts can be indexed in google and that can bring users organically to the forum.

Not sure what “better user engagement” means, but…
How many forums do you have on your phone that you let send push notifications?
How many forums (yaknow, the place where discussions happen back and forth, IE: Not A Blog) do you want to read without being able to post or get replies because you’re offline?

I’m not sure your selling points for mobile apps are…selling me.
