How do large forums get around outgoing email limits?

Hi. I have a sort of random question, maybe it has a simple answer.

I was wondering how large forums (sending out a few hundred emails per hour for registration, subscriptions, pms, etc.) would get around the outgoing email limits imposed by most hosts. Haven’t managed one that large yet myself, but I was wondering how you would deal with that if it if the issue ever came up.

Can you just pay more for a hosting upgrade to allow more emails to be sent out? (do hosts even have options like that?) I know that the email limits are anti-spam tactics, so I’m not sure what you would be able to do or if the host even has a way to change that limit for you.

AFAIK most bulk email senders use dedicated email servers or hire out to an email service provider.
