I would like to promote our deals but I am running out of ideas on how to find a tech community to promote it on. Our target is the tech community and I am having trouble not to sound spammy and to post it on a huge community. Can you please share some insights?

It might be that you trying to promote in the wrong places. e.g. on forums. I can only speak for SitePoint, but the forum here is for discussion, and not for advertising. Promoting a product or deal would, indeed, be seen as Spam and result in a ban.
If you want to advertise to the SitePoint community, then you need to go through the correct channels. https://www.sitepoint.com/advertise/ It’s as simple as that. 
I imagine other communities are similar.
