Capturing a signature/photo from a touchscreen device?

I know that there are apps available in the iTunes store that do this as a part of their design, but is it possible using an area on a web page? My parent company is looking for a visitor registration system, one of the requirements for which is a mandatory one to capture visitor’s signatures as they enter the premises. The idea is that we look to re-use some Dell Venue tablets we have as the touchscreen device, and develop an application to capture signatures, visitor photos, other relevant details, and ideally, have the application print passes and notify their host via email. We have an existing MS SQL backend, IIS and wireless connectivity to the LAN in place. Now we need to look at whether we could create the application itself for ourselves. The web pages themselves will be done using ASP pages and most likely presented on Win8.1/IE11 (corporate wage slave here).

Can anyone give me a clue whether this should be feasible within the limits of what we have in place as a toolset?
