Yes definitely competitors can hurt your ranking. Your competitors might add your website to several spam linking schemes to hurt your site.If you buy paid links form other sites related to you to increase your ranking if your competitors find that you are using paid links to increase your ranking he might report to Google and your ranking might drop.

If you buy links which pass PageRank, you are in contravention of Google’s TOS, and if you suffer any penalty as a result, then you have hurt your own ranking.

That is basically what the video is about. Google are saying that if you feel your business is being harmed because a competitor is using blackhat or Spam techniques to rank higher than you, then you can report that site to the webspam team. If they determine that the site is violating Google’s TOS, then they will take action against it.

If you think your backlink is coming from those website where you have not submitted or website reputation has been goes down. Then you need to use disavow tools. Where you can remove those links which are useless and harming your website.

Yes competitors can destroy your ranking if you don’t audit your links regularly. There are softwares out there that can blast thousands of spam links with one click. Only authority are least affected.
