Adding Search function to a website

Hi,

I want to add a search function to quite a large website, which is built with in-house code, not run by a CMS.

I see Google site search is an option, but ideally I dont want to have to pay or rely on a 3rd party.

Is there any way to build this myself easily?

Is there a database powering your site?
Do you have access to it?
What tech is used on the site? PHP? .NET? Plain 'ol HTML?

The site is approximately 30 pages, built entirely in HTML / CSS and JS
