A WYSIWYG-Editable Site with Something Like Contribute, But Not Contribute

Adobe offers an FTP-capable client-side program called Contribute that can be used to edit an already-built site in a WYSIWYG fashion. Today, an Adobe representative has stated that Adobe DreamWeaver is not needed for the insertion of Adobe-specific mark-up tags that prevent a non-technical site manager from editing predefined areas of the site. Thus; according to Adobe, Contribute is a viable CMS solution even when the site developer uses any common editor - even NotePad - rather than DreamWeaver for the insertion of the “Not Editable Here” type of Adobe-specific mark-up tags.

However; for a variety of non-technical reasons, Adobe products are often not a desirable solution for the aforementioned scenario. This posts asks; is there an off-the-shelf program like Adobe Contribute (as described above)?

This post is not seeking server-side options like; for example, Joomla and WordPress. Your helpful references will be greatly appreciated.

As far as I am aware, there are no offline CMS software products which are remotely close to how contribute functions. To be honest I don’t really like the idea of having Adobe smear your well written markup with it’s own buggy WYSIWYG implementation. You are probably better off sticking to other methods (unless you really do need a WYSIWYG front-end CMS to which you should probably just stick with Contribute).
