A great way to get new members is through referral programs making all your members doing all the promoting work for you by offering a little free advertising,allowing them to post their website on the main page etc. Your forum like many other Forums should not turn to be a useless one for members who spend their valuable Time.
Building a forum is hard when you don’t actually have a community to fall back on. Typically, one builds a website, then a forum for the recurring visitors.
With SEO the way it is nowadays I would not offer any kind of link/advertising incentive to post on your forums, simply because you’ll be full of spammers pretending to care about your site, filling your pages with broken English and spam links.
If you’re starting from scratch and you don’t want to build a website first, then the best thing I can say to you is to keep your forums small for now, and increase as more members come along.

I know what freelancers mean. I have worked as a freelancer and have outsourced work as well. I am a Freelancer.com member myself.
