after making changes
the overall issues

  1. Z-index not working from external css file
    2)the header image in gallery.htm not getting displayed , which was displayed earlier
    the image name exists in css
    3)footer image shld align with header image

External css files are commonly cached by browsers. If it works inline and fails externally, then a browser refresh usually does the trick.
