One customer of mine, a public institution, would like to use YouTube as a way to promote their services (free legal aid). But they would like their video without advertising. Does disabling Monetization does the trick ?
You also need to avoid any copyright material (clips, music, etc) to avoid ads.
The copyright owner may remove the material, or let you keep it but monetise your video for themselves with ads.

Do you mean your videos should not play any external adverts ? you can just disable option to monetize your youtube channel. Make sure you wont add any copy righted music/video youtube has strict laws against it.!
Yes, make sure to disable it and there shouldn’t be a problem
