In many sites you may find “Top Articles”, “Top News”, “Top Headlines” … etc …
What the meaning of it, is it based the latest news, or top viewed?

Agreed, “top” is far too broad a term, it could mean the most viewed, most bookmarked, most re-tweeted, most friended, most commented or something else involving “most”… It’s all down to the way you choose to interpret what top equates too as to what it should be relevant for.
