What does this script

Hi there,
I found this snippet on a few blogs. The authors claim that by adding this script into the .htaccess file, it will harden my website security and I will stand against SQL injections. Unfortunately, my coding skills are very limited and I don’t want to risk by adding a malicious code. Is the script ok? Would it protect me against SQL injections?
