SVG Map & IE 9-11 Not Scaling Properly

Hey all, I just started tinkering with SVG, more specifically an SVG map of the US. Everything seemed fine until I looked at it in IE9+. It’s shrinking the map down to 300 pixels wide while all other browsers properly show it filling the area on the site.

I have been searching and reading for hours on how to fix this and found multitudes of hacks that made no sense and other information about attributes in the svg tag (which I have)

Anyone have a fix that actually makes sense?
